The Observatory on Public Policies for Agriculture (OPPA) is a research group integrated to the Program of Postgraduation of Social Sciences in Development, Agriculture and Society (CPDA), associated with the Department of Development, Agriculture and Society (DDAS), from the Institute of Social and Human Sciences (ICHS), from the Rural Federal University of Rio de Janeiro (UFFRJ).
The Observatory was created in August 2005 by professors and researchers from CPDA with the aim of observing, analyzing, and discussing the range of public policies and governmental programs directed to the Brazilian rural milieu. Six thematic axes were defined to structure the group’s activities and researches.
OPPA is registered on the basis of CNPq Research Group Directory acknowledged by the Pro-Rectorate of Post-Graduation and Research from UFRRJ.
Besides the institutional support from CPDA/DDAS/ICHS/UFRRJ, OPPA has received collaboration and/or funding from different institutions such as: Action Aid Brasil, ActionAid Americas, Centre de Coopération Internationale de Recherches Agronomiques pour le Développement (CIRAD), National Counsel of Technological and Scientific Development (CNPq), Foundation for Research Support, State of Rio de Janeiro (Faperj), Inter American Institute for Cooperation on Agriculture (IICA) and Center of Agrarian Studies and Rural Development from the Ministry of Agrarian Development.
The projects and analyses developed by OPPA focus especially on public policies that are implemented nationwide, involving different social actors (including the government and its distinguished organizations) which interact directly in the process of formulation, decision-making, implementation and evaluation of the respective programs.
